This book argues that nationalist violence in developed countries is the product of unresponsive political elites and nationalists blocked from attracting supporters through legal channels. Political elites are prone to ignoring a regional polity when their clout in that region is negligible and they do not rely on the region's support to maintain their positions of power. Conversely, when nationalists cannot make inroads through legal channels, incentives for violence are ripe. Thus, when nationalists in postwar Europe found elites unresponsive, it (...) was state repression that helped radicals build a new group of support around militant action. The larger this new constituency legitimizing violence grew, the longer the conflict lasted. The book elucidates this complex dynamic through a deft combination of theoretical modeling, statistical methods and comparative case studies from the Basque Country, Catalonia, Corsica, Northern Ireland, Sardinia and Wales. There is no consensus in the literature about the nature of terrorism. The authors’ main claim is that this is ultimately the result of the coexistence of two senses of the term, the action and the actor sense, which are not fully congruent. Rather than trying to advocate a specific conceptualization, the authors provide in this article a map of the different ways in which scholars talk about terrorism. They identify first the set of terrorist actions and the set of (...) terrorist actors. Terrorist tactics are a variety of the power to hurt, based on the lack of military power. Terrorist groups are underground ones with no territorial control. When the two criteria meet, the core of terrorism exists: coercive violence perpetrated by underground groups. The ambiguity that surrounds terrorism is caused by two other possibilities: actors with some measure of territorial control adopting coercive tactics and underground actors adopting military tactics. Although it is not possible to remove this ambiguity in empirical research, scholars can at least identify it and analyze it. The authors illustrate the two senses of terrorism and their interaction by using the most comprehensive dataset on terrorist incidents, the Global Terrorism Database. (shrink)

In cybersecurity, there is a call for adaptive, accurate and efficient procedures to identifying performance shortcomings and security breaches. The increasing complexity of both Internet services and traffic determines a scenario that in many cases impedes the proper deployment of intrusion detection and prevention systems. Although it is a common practice to monitor network and applications activity, there is not a general methodology to codify and interpret the recorded events. Moreover, this lack of methodology somehow erodes the possibility of diagnosing (...) whether event detection and recording is adequately performed. As a result, there is an urge to construct general codification and classification procedures to be applied on any type of security event in any activity log. This work is focused on defining such a method using the so-called normalized compression distance (NCD). NCD is parameter-free and can be applied to determine the distance between events expressed using strings. As a first step in the concretion of a methodology for the integral interpretation of security events, this work is devoted to the characterization of web logs. On the grounds of the NCD, we propose an anomaly-based procedure for identifying web attacks from web logs. Given a web query as stored in a security log, a NCD-based feature vector is created and classified using a support vector machine. The method is tested using the CSIC-2010 data set, and the results are analyzed with respect to similar proposals. (shrink)

Las edificaciones con valor patrimonial son un testimonio excepcional del progreso de una comunidad y representan ejemplos innegables de la transferencia de conocimientos a lo largo de las generaciones. Es inevitable caminar por centro consolidado de Pasaje y no reconocer el legado cultural de muchas edificaciones. Sin embargo, también resulta fácil observar las alteraciones erróneas que sea han realizado a estas edificaciones con el objetivo de responder a las “nuevas exigencias” de la actualidad. La conservación de los bienes patrimoniales resulta (...) necesaria para la preservación de la integridad e identidad de la ciudad. La presente investigación posibilita entender el nivel de susceptibilidad que presentan las edificaciones consideradas como bienes patrimoniales, debido a que estás viviendas poseen un valor cultural. El objetivo de la investigación es el de identificar la susceptibilidad sísmica a las que están expuestas, para esto se utilizaron métodos de matrices de evaluación sísmica para medir el nivel de susceptibilidad en las edificaciones patrimoniales. Propone develar cómo influye el narcotráfico, las formas de resistencia y reexistencia en la escuela del Norte del Valle del Cauca (Colombia). Desde un enfoque cualitativo se forman textos de las historias de vida y relatos de experiencias construidos en diálogo sobre los temas generadores Escuela y narcotráfico, analizados por medio de matrices de interpretación y su triangulación; autores, actores y maestro participante en una perspectiva hermenéutica pluritópica. En ella participan estudiantes, padres y madres de familia, docentes y otros miembros (...) de la comunidad escolar. En sus conclusiones se destaca: la marca colonial en la economía nacional (glocal); el imperativo impuesto por las precarias condiciones económicas; los altos niveles de corrupción que crean un caldo de cultivo para el surgimiento de grupos delincuenciales; la escuela como posibilidad de formación humana que resiste y reexiste al narcotráfico; las contradicciones a las que son sometidos los jóvenes en el enfoque de atención al problema del consumo y la capacidad de algunos miembros de la comunidad para construir un proyecto de vida que les permite reexistir por fuera de las lógicas del narcotráfico como sujetos históricos. But in their famous chapter on war machines, Deleuze and Guattari proposed a much less well-known yet promising U-turn in the way esprit de corps was theorized. Far from (...) the now common paranoid idea of discipline, often defended by Foucauldian exegetes, this overseen aspect of nomadology, inspired by Bergson’s ideas on esprit de corps, but also by medieval guilds and oriental martial art communities, reopens the path to what could be called a politics of hieropoiesis, a communal and secular production of the sacred. In the Cairo Genizah were manuscripts with Gregorian notation and Hebrew script. They also appeared documents that point to author of the scores at Giovanni-Obadiah, a twelfth century Christian monk, born in southern Italy, who converted to Judaism. Until now, the study of this personage has been realized almost exclusively from the Jewish point of view. Nevertheless, like Obadiah synthesizes the traditions Christian and Jewish in its notation when copying Hebrew melodies with Christian notation, also it does in his texts. (...) Obadiah transcribed a Latin appointment of Joel to Hebrew characters. This article pretends to oppose his conversion to Judaism with his ordination as a Christian monk through the prophecy of Joel, which implies an intense dialogue between the two traditions. (shrink)

As a result of the complexity inherent in some natural systems, mathematical models employed in ecology are often governed by a large number of variables. For instance, in the study of population dynamics we often find multiregional models for structured populations in which individuals are classified regarding their age and their spatial location. Dealing with such structured populations leads to high dimensional models. Moreover, in many instances the dynamics of the system is controlled by processes whose time scales are very (...) different from each other. For example, in multiregional models migration is often a fast process in comparison to the growth of the population.Approximate reduction techniques take advantage of the presence of different time scales in a system to introduce approximations that allow one to transform the original system into a simpler low dimensional system. In this way, the dynamics of the original system can be approximated in terms of that of the reduced system. This work deals with the study of that approximation. In particular, we work with a non-autonomous discrete time model previously presented in the literature and obtain different bounds for the error we incur when we describe the dynamics of the original system in terms of the reduced one. In this work we extend approximate aggregation methods in time discrete linear models to the case of time varying environments. Approximate aggregation consists in describing some features of the dynamics of a general system involving many coupled variables in terms of the dynamics of a reduced system with a few number of variables. We present a time discrete time varying model in which we distinguish two time scales. By using perturbation methods we transform the system to make the global variables (...) appear and build up the aggregated system. The asymptotic relationships between the general and aggregated systems are explored in the cases of a cyclically varying environment and a changing environment in process of stabilization. We show that under quite general conditions the knowledge of the behavior of the aggregated system characterizes that of the general system. The general method is also applied to aggregate a multiregional time dependent Leslie model showing that the aggregated model has demographic rates depending on the equilibrium proportions of individuals in the different patches. This paper proposes to reconstruct Boaventura de Sousa Santos' conception of "epistemologies of the south" both (a) as a critical theory aiming at denouncing the impoverishment of the epistemic field entailed by the normative imposition of a certain model of knowledge (what we call "the monoculture of reason"), and (b) as a long-term political project of a harmonic coexistence of different epistemologies ("an ecology of knowledges").

In 1967 I began writing this book in New York as an analysis of what had been enunciated in the visual arts, conditioned between technology and rebellion. When I return to Buenos Aires I continued to write (until 1972) in a different context where rebellion had revolutionary cravings for the prevailing dictatorship. In the early 1970s, very tough times began in our country (Argentina) and in Latin America in general. For that reason, I didn't publish it. It is now unquestionable (...) that what this work called "militant thinking of change" begins to develop again: the creative and answering act first and foremost in action. Its development in certain fields such as the feminist revolution, ecological awareness and the assessment of free sexual choice are manifestations of a cultural revolution. For this reason, publishing [this book] today makes sense again even if it was written half a century ago. The coordinator of the Centro Cultural de la Cooperación, Juan Pablo Pérez, wrote the appendix of the book and is the result of a series of reflections that occupied Luis Felipe Noé during his stay in New York and on his return to Argentina, between 1967 and 1972. The book was written in a period of estrangement from painting, overturned to intense writing at a time of crisis, which led Noé to another type of intellectual, political and theoretical production. The decisive role played by Ortega and his “School of Madrid” in modernizing the 20th century Spanish thinking is widely accepted, but their contribution to bring our logic up to day was rather unfortunate: far from backing the introduction or reception of modern logic, the “School of Madrid” attempted an alternative logic, the so-called ‘logic of vital reason’, non-viable. As it is a symptomatic failure, I’ll give a broader account of it starting from, and going through, a confrontation in this (...) respect between the “School of Madrid” and its contemporary “School of Barcelona”. The aim of this paper is to suggest a possible way of understanding Parmenides' so-called doxa, starting from the clear and lucid formulation of the problem which is offered to us in some recent writings of N.-L. Cordero. We agree with Cordero (and some others) on the need to distinguish between the "opinions of mortals" and Parmenides' own physical theories, usually confused under the label of the doxa or "way of opinion" (I-II); not so with his proposal to insert the (...) 'scientific' fragments into the discourse on Truth, which seems rather incompatible with the sources (III) and ultimately grounded on the confusion –shared by most interpreters– of the ordering of the parts of the Poem, enounced at the end of fr. 1 (IV), with the "ways of inquiry" of frs. 2 and 6-7 (V). This is followed by an outline of a tentative reconstruction of Parmenides' polemics against the beliefs of mortals (VI-VIII). The guiding principle of Parmenides' physics is the mixture and interpenetration of the apparent opposites separated by mortals (VI), beginning with the antithesis 'light' / 'darkness', i. e. 'life' / 'death', the dominions of Zeus and of Hades in the traditional world vision which is refuted by the new cosmology of Parmenides (VII). But even so, the new cosmos is in its own way a "deceptive order" as well: since what-is is continuous and homogeneous, the entities postulated by the physical theory have to be necessarily fictitious or conventional; only the explicit acknowledgement of this status prevents the theory from the error of mortals, which consists in taking linguistic convention for the true being of things (VIII). En contraste con algunas concepciones muy difundidas acerca de la razón, los análisis de Husserl subrayan tanto sus múltiples maneras de darse, es decir, su multidimensionalidad, como su entrelazamiento con la vida, lo que significa que la razón está arraigada en la vida y la vida es racional desde sus raíces. La multidimensionalidad da cuenta de sus diferenciables aspectos teoréticos, prácticos y afectivo-valorativos, mientras que el arraigo se refiere al anclaje de esos aspectos en la experiencia “anónima” que es “previa” (...) al pensamiento. Esto significa que la experiencia es racional en la medida que despliega una estructura constitutiva interna organizada en un sistema de niveles y estratos mediante los cuales se orienta hacia la racionalidad activa. Siguiendo las líneas de una articulación tripartita de la reflexión fenomenológica en los niveles estático, genético y mundovital, este trabajo procura mostrar que tales análisis, junto con este apuntar a una teleología implícita que exige una continuidad entre la vida y la razón, ponen de manifiesto el papel necesario que juega el cuerpo animado en este arraigo. La razón está arraigada en la vida por medio de la experiencia corporal en virtud de la función de “puente” que posee el cuerpo en su condición de cosa material y “órgano” estratificado del sentir y el mover del yo. Así la razón teórica está relacionada con los estratos de la sensibilidad y la cinestesia, la razón práctica se vincula con los estratos cinestésicos y volitivos, y la razón axiológica se asocia con el doble estrato de afección y sentir que subyacen y motivan la valoración. La constitución adopta nuevas formas en el tránsito de la egología a la intersubjetividad y a la experiencia completa mundovital, mientras que el arraigo puede ser ilustrado adicionalmente con el caso de la Tierra como suelo para la experiencia corporal.In contrast with widespread reductionistic conceptions of reason, Husserl’s analyses stress both its multifarious manners of givenness, i.e. its multidimensionality, and its intertwining with life, such that reason is rooted in life and life is rational from its roots. Multidimensionality accounts for distinguishable theoretical, practical and affective-valuing aspects of reason, while rootedness refers to the anchoring of these aspects in ‘anonymous’ experience ‘prior’ to thinking. This means that experience is rational insofar as it displays an inner constitutive structure organized as a system of levels and strata, by means of which it points to active rationality. Following the lines of a threefold articulation of phenomenological reflection in static, genetic and life-wordly levels, this paper aims to show that, together with this pointing to an implicit teleology, which calls for a continuity between life and reason, such analyses also unveil the necessary role played by the Body in this rootedness. Reason is rooted in life by means of Bodily experience, in virtue of the ‘bridging’ function of the Body as a material thing and as the stratified ‘organ’ of the Ego’s sensing and moving. Thus theoretical reason is related to the strata of sensibility and kinaesthesia, practical reason is related to the kinaesthetical and volitional strata, and axiological reason is related to the twofold strata of affection and feeling, which underlie and motivate valuation. This constitution takes on new forms in the transit from egology to intersubjectivity and to the full-fledged life-worldly experience, whereas rootedness can be further illustrated with the case of the Earth as basis-place for Bodily experience. Ethics is a serious matter as human actions are cybernetic. Actions are not lost nor do they leave the agent unaffected. Every single actions returns to the agent in the form of a fine chisel that carves him from inside. The interior quality brought about by our actions is called vice and virtue.

The will to escape from the so called Metaphysics of Presence has become a topic in contemporary philosophy. However, this topic is often related to the primacy, in ancient thought, of the actual being, and the correlative evaluation of the potential as an imperfect way of existence. In this text we first analyze the traditional interpretation of the foundations of this primacy in Aristotle’s philosophy, that exhibits a theological form. According to this we explore, in the second part of the (...) article, how the efforts of modern thinkers to build an ontological discourse free from this primacy have produced, in some cases, a kind of Umkehrung resulting in a Metaphysics of Absence that preserves the theological form and results in a primacy of the potential, that is specifically consistent with the Imperium of the Virtual, very illustrative of nowadays conceptions of time, language, power and being. Finally, we essay to offer another interpretation of the primacy of the actual in Aristotle’s Ethics and Metaphysics, which could identify a political philosophy capable to avoid the infertile alternative Presence/Absence in ontology. After a brief presentation of the problem and what is known as the argument from analogy, we show that what we will call the automata passage is not an acknowledgement of the problem. Next, we raise a way of generating the problem, to show how it could be approached from Descartes’s works.

Este artículo propone una alternativa a la discusión entre las visiones objetivistas y construccionistas sobre la ciencia. Para alcanzar tal objetivo, partimos de una esquemática presentación de lo que se ha denominado las Guerras de la Ciencia; en seguida expondremos en detalle la propuesta de Knor-Cetina, mostrando cómo conduce a actitudes anticientíficas. Posteriormente, confrontaremos las tesis construccionistas extraídas de Knor-Cetina con las propuestas realistas de Giere, Kitcher y Hacking, con el fin de morigerar las posturas anticientíficas, depurando las tradicionales polaridades. Finalmente, esbozamos las tesis del Sensismo Común Crítico propuestas por Susan Haack, las que plantearemos como una salida a la confrontación entre objetivistas y construccionistas, así como una forma moderada de comprender la ciencia en la época actual.This article proposes an alternative to the discussion between the objectivist and constructionist vision on science. In order to reach such objective, we start from a schematic presentation about what it is called Science Wars; then, we are going to talk in detail about Knor-Cetina’s proposal, showing how it leads to antiscientific attitudes. Later, we will confront the constructionist thesis taken from Knor-Cetina with the realistic ones, proposed by Giere, Kitcher and Hacking, in order to moderate the antiscientific positions, cleansing the traditional polarities. Finally, the Critical Common-Sensism proposed by Susan Haack will be outlined and stated as an option to the confrontation between objectivists and constructionists and also, as a moderate way to understand science in the present-day. Primero se discuten los argumentos en contra de la noción de representación del cuerpo en la acción, para extraer sus principales consecuencias. Se propone una versión delcontenido de las representaciones del cuerpo involucradas en la (...) acción cotidiana, y se finaliza con una discusión acerca de una objeción potencial, y con una reflexión sobre la relación entre contenido conceptual y contenido no conceptual. Educational accompaniment, an expanded view from personalist anthropology In today's educational landscape, the digital transformation is a methodological, pedagogical and, undoubtedly, relational challenge. In this environment, there are proposals that advocate accompaniment as a means of facing this challenge. Moreover, we could say that accompanying is fashionable, with the risk that this implies of limiting and even sweetening its true meaning and scope. To avoid this, we propose to look at the nature of the human being and rediscover what he (...) really needs in his process of personal growth. This article presents an analysis of educational accompaniment, revealing its internal dynamism, making explicit the essential conditions that make it possible and proposing some pedagogical applications that shed light on the mission of accompaniment. From this personalist and profound point of view, accompaniment is proposed as a response to the anthropological need of being human and is configured as a path of encounters oriented towards the fullness of the person. RESUMEN: Trata este trabajo de la actitud del presidente Barack Obama en relación con las rebeliones de la denominada Primavera Árabe, desvelando si los criterios de la guerra justa por él señalados y defendidos en sus discursos se compaginan con la real política bélica de Estados Unidos. Se insertan ambos planos en el escenario de las rebeliones acaecidas en tres países: Libia, Egipto y Túnez. La conclusión principal es que hay un largo, además de irregular, distanciamiento entre la teoría y (...) la práctica del presidente Obama, prevaleciendo los intereses de Estados Unidos por encima de la protección de los derechos humanos, que es uno de los vectores principales de su concepto de guerra justa.ABSTRACT: This work refers the attitude of the President Barack Obama concerning the rebellions of the so-called Arab Spring, revealing if the criteria of the just war defended in his speeches correspond to the real policy of the United States. Both planes are included in the scene of rebellions occurred in three countries: Libya, Egypt and Tunisia. En ella se privilegian los aspectos antropológico-existenciales e histórico-políticos por sobre los aspectos lógico-sistemáticos de la obra. La exposición se divide en dos partes. La primera está dedicada a la lectura de Hegel realizada por Kojève en su célebre curso dictado entre 1933-1939 en la École Practique des Hautes Études de París, y (...) la segunda se ocupa de su aporte a cinco filósofos directamente influidos por su interpretación. This article advances the hypothesis that the Fichtean enterprise of grounding all possible experience in a fundamental principle has to fail in order to succeed one of its most important tasks: reformulating the very idea of subjectivity. In order to ground this hypothesis, the paper will be divided in four parts: (i) the first one will analyze the starting point of the work where Fichte lays the foundations of his philosophical project (Grundlage der gesamten Wissenschaftslehre) so as to show that (...) its first principle contains a fundamental ambiguity. We will then (ii) suggest that this very ambiguity reveals itself in the Anstoß, the conceptual tool through which Fichte intends to get rid of the Kantian notion of thing-in- itself. In a third moment (iii), we will explore the effects of this abandonment of the thing-in-itself on the relation between the finite and the infinite, what will bring us to the notion of failure. Finally (iv), we will propose to interpret this failure as a positive driving force of a permanent calling into question of the subject and its language. (shrink)

In recent years, the term populism has become indeed popular. Among its variants, a very particular one stands out. It is the so-called managerial populism, in which prominent businessmen have entered the arena of politics with a program focused on the regeneration of economic and social life. Donald Trump, perhaps, has been the most outstanding example. In this article, our aim is to analyze this phenomenon of managerial populism, addressing a number of issues. Firstly, we will discuss the emergence of (...) a certain type of charismatic leadership in business or management ideologies as a development that largely precedes the consolidation of these figures in the political scene; the implications of these ideologies in the political and social sphere; and the importance of the forms of discursive use of the concept of people in these popular discourses. Vocation is an ethical category, that alludes to the perspective in which we view our lives and the preferences that guide it in quotidian praxis. In an ethical sense, vocation consists of four defining keys: Daily decisions, prudence, the effective grasp of a fundamental project and the personal/communal commitment to a line of work. A fifth key would have to be added: the religious or transcendental. This moral task hinges on becoming what we can be with what we are, having (...) as a result that our true destiny is our own Self.
